I guess I should also consider the possibility that the tape came loose and the pads just fell out...but you would think someone would have noticed that?? I dunno...

We've had the same sort of problems in the past. One year, my dad sent us a big box of Jelly Belly jelly beans for Christmas, only we didn't get them. I called JB to report this, and they said the UPS tracking indicated that it had been delivered. I assured them that it hadn't. They eventually sent us a replacement box, and three days after THAT, the first box magically showed up, too. It had been opened and repackaged very poorly. I had a friend who used to work for a shipping company, and he said they (the employees; not him specifically, but you never know) would "accidentally" back forklifts into packages so they wree "damaged," etc. It happens...
